Academician Pei-En Kuo of Academia Sinica, in collaboration with 16 medical systems across Taiwan, implemented the Taiwan Precision Medicine Project (TPMI). Receiving enthusiastic responses from 500,000 people, the project completed the collection of genetic and electronic medical record data in 2023, and conducted comprehensive data processing and analysis in 2024. The research findings have gained international recognition, possessing high academic value and potential for international collaboration. Subsequent big data analysis results have yielded excellent results in the polygenic risk scoring (PRS) model for common diseases in Taiwan, gaining international acclaim. This has become one of the most representative Han Chinese biomedical big data resources in Asia and globally. The Executive Yuan and the Ministry of Health and Welfare, recognizing the high scientific value and international collaboration potential of the project's massive data and disease prediction models, believe that further integration of more health big data is needed for its application to public health and disease prevention, as well as for in-depth use by academia and industry. In 2022, an inter-ministerial meeting was held to plan the management and development of massive biomedical data. The meeting recommended that the Ministry of Health and Welfare interpret and revise the Human Biobank Management Act, and requested that Academia Sinica include the genetic data and other related massive data from the Taiwan Precision Medicine Project under the Human Biobank Management Act. To ensure that this valuable biomedical data can (1) be provided to academia and industry for multifaceted and sustainable use, (2) maintain Taiwan's important contribution and leading position in the global development of precision health, (3) smoothly promote the transformation of research results into precision medicine and disease risk prediction models, and (4) be practically applied to actually promote precision health for the Taiwanese people, Academia Sinica initiated the establishment of the Taiwan Precision Health Human Biobank, hoping to fulfill national expectations. This Taiwan Precision Health Human Biobank will legally connect with genetic and disease research data under the Taiwan Precision Medicine Project, and will undergo subsequent human biobank re-approval procedures in accordance with the procedures announced by the Ministry of Health and Welfare.
